Personally I have experiencing using Social Engine (www.socialengine.net) as it's scalable, cheap, and flexible. However, it doesn't have the best UI, and unless you have a PHP/MySQL ninja handy, you might not be able to get it to do what you need it to.
Depending on the needs of your community, Movable Type may be the best answer to your solution. With no monthly fee (just a one time up front $400) and the flexibility to create a dynamic website with community features, it's an excellent option to consider.
