I'm a huge fan of Rails.

I've used CakePHP before, and it works as described. It did expedite the process, but coming from a ground up background, it's a harsh transition.

we are exclusively using cake. we have been for 2.5 years. the initial work was quite painful until we started using the stable version. we now have a good "library" of code to draw from for new projects. our challenge is finding employees/freelancers that actually understand it.

When it comes to coding frameworks, I think it really depends on the size of the project. Most of the smaller projects I work on do not warrant a framework, so I just use some of my previously developed classes. For bigger projects I tend to favor Cake PHP with jQuery.
