Sorry, I'll stop now but forgot to mention that, yes, it's completely web-based.

Our company is in the process of implementing Changepoint by Compuware. Handles everything from demand and resource management through project creation (a "mostly" full integration with Microsoft Project 2002 and 2003) , task assignments, time entry, statusing, and fairly decent portfolio management for your upper-crust view.

If you are interested in some screenshots of the actual product being used let me know.

For what it's worth I have no affiliation with Compuware other than through my company purchasing this tool. I've spent 4 weeks in training with Compuware's Changepoint trainers and our IT organization is up and running.

I work in construction, civil engineering, real estate development, land use planning and spend allot of time tracking the public financing required to conceptualize, plan and build a variety of stuff in public and private sectors.
What I saw in the NT wiki was the ability to integrate our existing project mgmt protocols with our partner's ones in a single platform for a single project. If the next opportunity requires us to take a different approach, the platform let us make changes and go... Even on the fly.

Not sure what your application is, but you might also give Kluster a look: http://kluster.com/

What kind of services?
I was testing Near-Times' business wiki packages for online PM & collaboration last month. Have 8 projects, our Team is time poor, we're in different cities and the budgets are tight.
Very impressed. Not sure the "Team" will use a wiki over their old ways right now, but I'm going to...
Subscribed to the base plan a week ago to build a prototype.

I've never used it before, but I know that Zoho has a project management solution along with other tools that would be helpful on a project.
