Changepoint by Compuware
For the last month I've been part of a focus group learning everything that this tool can do during a training session provided by two Compuware Changepoint trainers.
The tool capabilities are vast. It handles demand from the business for support items and potential project work. You can create custom demand request types and build workflows around them.
Requests may be turned into Projects. Project plans may be built based on predefined templates (yes, these are also customizable) or just built free-hand. Task assignments created under the project plans allow your project resources to enter time and submit for approval based on your needs. Time entry posts directly against the tasks in the projects and shows your project health.
Portfolio views may be created to focus on a specific project grouping depending upon your focus need.
The last two weeks have been our rollout phase to the IT Organization through basic user training with time entry and IT Management for project management methodology.
The icings on the cake? It integrates with MS Project so your projects may be maintained either directly in Changepoint or in MSP, it's completely web-based, and integrates into NT Authentication.

Ron, it's probably shocking for you to be in the "real world" (please note - inside joke between me and Ron). Tools like Chargepoint are everywhere!
At Eli Lilly back in 1999-2002, we used Artemis (and before that - the name escapes me...)
At RCI, we used NIKU - and it was way cool.
Generically, you'll find that any tool worth its weight will integrate with the microsoft products. It's kind of like - if you don't, you're ignoring the elephant in the room :).
